第一次鸦片战争是中国有史以来第一次遭受到的西方资本主义国家从海上发动的大规模侵略。在这次空前严重的海疆危机中,山东巡抚托浑布积极布防,使战前已经废弛的山东海防得到了改观。透析托浑布的筹海举措,不难发现,它并没有跳出传统思维模式的窠臼,因而整饬后的山东海防根本不能适应近代战争的需要。山东海防是当时中国整体海防链条中的重要一环。它的实效证明,清朝传统的海防已经完全不适应它所遇到的强权时代,晚清中国海防的近代化已是当务之急。

In June of 1840, Britain attacked china. The first opium war burst out. Facing the unprecedented ocean crisis, Tuo Hunbu actively disposed the costal defense of Shan Dong. He diplomatically placated the navies of Britain. And he took some martial measures which were building costal defense work, increasing artilleries and military strength, and taking good using of the strength of people. Tuo Hunbu’s effort made the costal defense stronger and protected people from the great suffering. However, because of the localization of Tuo Hunbu’s ef fort, the costal defense of Shan Dong couldn't march to the modernization. The fact proved that the traditional costal defense of Qing Dy nasty had not adapted the latter-day war and the modernization of the costal defense of china was urgent.
